Does Disregard for Customs stop me from playing cards in another player's region?

No. It lets whoever it applies to ignore bribes until the next Dominance Check, so they can still play into ruled regions or use a hostage card without paying. Bought, it benefits the buyer; discarded, it applies to everyone.
