When does the Gear row change because of the Bison?

Only when the Bison moves off the rightmost Park and back to the leftmost one. The active player then chooses one available Gear card to discard to the bottom of the deck and a new one is revealed; this is not optional. The Bison moves after its Park is visited whether or not you use its Wildlife action.
