The Icon Reference gives the limit and says to discard at the end of your turn.

Only at the end of your turn. You may go above 12 mid-turn and discard down to 12 afterward, choosing any tokens, not just newly gained ones. Wildlife counts. Tokens on Canteens and Photos do not.
