In solo mode, does the Trail End count as part of the trail for Ranger movement?
The publisher and designer both said the Trail End counts as part of the trail in solo mode.

Yes. A Hiker at the Trail End counts as ahead of both Rangers, so the Front Ranger moves. It is not a trail space for placing tokens. When no Ranger is down the trail ahead of the back Hiker, nothing needs to move.
