When I land on a Trail Site with a Tent, can I take both the site action and the Campsite action?

No. Choose either the Trail Site's action (with its weather token) or the Campsite action, not both. Campsite actions don't give the weather token, don't require that you meet the Trail Site's cost, and don't lock your Hiker, which can move on in later turns.
