How many Supply cubes are in the stockpile at the start of a game, and can Make Supplies exceed that?
The stockpile holds exactly the number shown on the board's supply track for that month (possibly 0). All cubes return to the reserve after each game and none carry over. Make Supplies draws from the stockpile, so you can never produce more than that month's number in total.
