One. For each of the nine flipped Infection cards you move one Supply cube from that city back to the stockpile, or place a Plague cube (and advance the Incident marker) if it has none. A city can only get as many Plague cubes at setup as it has Infection cards. The base setup text can be replaced by later rule stickers.
