Does a Hollow Men Gather card count toward the number of Infection cards you draw?

The Gather card itself does not count. Keep drawing until you have flipped as many City cards as the infection rate; the City card that follows a Gather card gets a Hollow Man and counts as one of your draws. Consecutive Gather cards just mean drawing again.
