Does a Hollow Men Gather card remove Supply cubes or count as an incident, and can improvements stop it?
It only places Hollow Men on the city of the next card. It removes no Supply cubes, places no Plague cube and records no incident. Effects that prevent cube removal, such as Well Stocked, do not stop it, and Infection card stickers cannot go on Gather cards, though Broken Link can interrupt the draw.
