When can an Event card be played, and what are the exceptions?

Any time, on anyone's turn, except between drawing a card and fully resolving it. That means you can play an Event between separate Infection draws, but not after flipping a card and before its cube removal or outbreak is done, and not between the steps of an Epidemic. A card that explicitly allows it, such as Resilient Population in the Epidemic's Infect-to-Intensify gap, is the exception.
