Each location with at least one Plague cube or Hollow Man loses 1 population (only 1, however many are there), and each city with a supply center gains 1. If a location would both lose and gain 1 it stays the same, so a city holding both a plague cube and a supply center does not drop to zero or become Forsaken. Havens lose population too, and the supply-center gain stops at 8.
