Can the Street Cleaner remove agents on entering a city while I have two Symptom cards?

Yes. The Symptomatic liability only blocks the Neutralize Agent action, and the Street Cleaner's entry ability doesn't use that action. If two effects trigger at once, the group chooses the order.
