What if an Escalation's Add Agents step lands on a city that already has agents?
The rulebook doesn't say what happens, and forum answers differ on how many incidents result.

It normally shouldn't, because the bottom Threat card is a card whose city should be empty. If a liability or other effect did put agents there, the overflow past three becomes an incident under the usual fourth-agent rule. Players disagree whether three added agents on an occupied city cause one incident or several.
