Does Yellow Fever apply to the port city that is outbreaking?
No. Deal with the outbreak first; Yellow Fever does not trigger in the outbreaking city itself. Only the outbreak cubes landing in other yellow port cities trigger it. This also covers a 1 or 2 cube city raised by an Epidemic.
