Do Yellow Fever cubes chain through port cities?

No, despite the card's literal wording. Cubes placed by the Yellow Fever effect do not trigger it again. Cubes placed by an outbreak do trigger it in the port cities they reach. A yellow port may receive two cubes if it is adjacent to two infected ports.
