When a disease is researched, can cubes of that colour still be placed?
The rulebook's Research a Disease text says so explicitly.

Yes. Its cubes stay on the board and infections, epidemics and outbreaks still add more. Research only lets cards of that colour be used for Purify Water in any adjacent region, and moves you toward winning.
