How exactly is a hospital overrun resolved?

Move every cube of the hospital's colour out of the city, one at a time, into adjacent cities of your choice, resolving any outbreaks they cause (the cube that would cause an outbreak goes back to the supply). Then advance the outbreaks marker one space. Cubes cannot enter a city that already had an outbreak or overrun during this resolution, and if a cube cannot be moved out you lose.
