How many Werewolves should I use, even in a 3-player game?
Use two Werewolf cards at every player count from 3 to 10. The designer's playtesting found two ideal even at 3 players, and one wolf also works (it is mentioned in the rules' other-roles section). Three wolves made the game very hard for the village even with a Minion and Tanner present, and zero wolves is possible but silly.
