What does the colony level control?

It sets how many ships you can welcome, whether a built complex gets its LSS bonus, how many completed missions end the game, how often the Shuttle travels, and when the progress area scores. Blueprints and tech tiles refill from the second stack when the colony levels up, and the warehouse refills each time the level marker moves up.
