Does a 2-player game use a different set of tech tiles?

No — every player count uses the same eight tech tiles. Keep one shelter tech per player colour, remove the spare set, and do not refill tiles during play. The two example setups in the rulebook differ only in where the tiles start, which affects how fast the LSS grows and what scores.
