How are the starting buildings and shelters placed at setup?

Each player puts their starting shelter on the space nearest their seat. Then shuffle the four LSS starting buildings, place them face down at random on their spots, and flip them face up. The face-down tiles in the setup picture only mark which tiles are shelters, so the shelters themselves are placed face up.
