When does Lacerda spend or gain Crystals?
He spends Crystals only to pay for Colonist placement and to boost Rover movement, never to boost other actions. He gains Crystals as normal (shelters, shelter Blueprints, Missions, Crystals from Resupply). On Resupply he takes whichever item there is most of, Crystals first on a tie.
