On Mars
Is there a limit on how many shelters I can build?
No. Colony level limits ships you can welcome, and shelter tech limits complex size, but single shelters can be built freely if they follow the placement rules. Blueprints with a shelter icon, such as the Gym or Casino, are not shelters; they upgrade an existing shelter of yours, and the Gym follows normal build costs.
