When do I choose the Discovery tile for the Radar advanced building?
When the Radar is built, as the building is upgraded, not when the Blueprint is taken or the Executive action is used. The tile stays on the Radar for the rest of the game. This reflects the designer's later clarification, replacing the earlier reference-book wording and his April 2019 answer.
