What happens to a Colonist on a mine when someone upgrades it?
The Colonist returns to its owner's Living Quarters, or to their supply if there is no room, and the upgrader takes over the mine without paying a Colonist. The designer says this is not a punishment for the owner. Miners stay mining through the Shuttle phase.
