Do I need a Blueprint or matching building to hire a Scientist?
No. You can take a Scientist before having any Blueprint or building and keep it for end-game points. You still pay the Colonist cost for the red space and the Scientist's own cost. Scientists score for every Advanced Building of their type on Mars, regardless of owner.
