How can I use an Advanced Building's Executive action?
The rulebook's "Executive Actions" section states this.

Three ways: pay the 2 Crystals shown on your player board for your own building, place your matching Scientist on the card, or use it free when an opponent's matching Scientist is on your card. You may not use someone else's building by paying Crystals. A Scientist makes the action free of its Crystal fee only; other costs still apply.
