It adds extra upgrades equal to the tech level to any upgrade action — Main, Executive, or a bonus such as a private goal or Discovery tile — so level 2 means up to three. Each upgrade still needs its own Blueprint, mineral and bot position, and a free upgrade from a private goal can be extended in this way.
