Do I pay a building's normal cost when a Discovery tile, bonus or Executive action lets me construct?
Yes. You always pay the building cost and follow the normal placement and bot-position rules unless the tile or card shows the "already paid" icon (four resources with a check arrow). The designer points to the Research tiles as where it appears. Sending a Colonist is the cost of the action, not the building.
