A vandalised building works as normal apart from the tile on it. A blacked-out building is treated as if it did not exist until repaired, so it cannot form part of a complex. You can still build next to it, one step away, under the normal building rules, but you cannot simply build a complex. A blacked-out Shelter does not reduce storage.
