Obsession
Can the Useful Man add to the Village Fair bonus, including on a pass turn?
Yes, if he is available. The fair is a Step 2 round event, not an activity, so placing him there is supplemental service. On a normal turn Step 1 rotation moves him from Quarters to Available; one in Expended Service stays out unless you spend 3 reputation to refresh him. On a pass, refreshing comes first, so he is always available. He can be used once, then goes to Expended Service.
