Obsession
Is there any point playing the Butler's Room on a turn that is not a pass, and which servants can it recruit?
The designer ruled on both points and the expansion rulebook sets the recruiting limits.

The rulebook says hiring without passing is possible but makes little sense, since a pass gives free refresh and reclaim. The designer nevertheless says a normal-turn Butler's Room works like any turn, giving its 1 VP and a recruit option. A recruit (second use of the tile) can take only a valet, lady's maid or footman from another player; the Butler, Housekeeper and Upstairs, Downstairs servants can never be stolen.
