When and how can I use the Servants' Hall: on a pass, with Quarters servants, with other players' servants?

It is used at the start of your own turn (Step 2), also on a pass, and you can still host an activity afterwards. The servant must be your own and come from Available Service; Servants' Quarters can make one available first. On a pass, service is refreshed first, so the servant ends in Expended Service. The reputation loss is one tick on the wheel.
