Which tiles move to the Service Tile Reserve and the Prestige Rating 1 Reserve, and when?
The rulebook states when each reserve activates, and the designer confirmed the Wine Cellar and monument exceptions.

After the first courtship, all service tiles in the market move to the Service Tile Reserve, and later service tiles drawn go straight there. After the second courtship the same happens for prestige rating 1 tiles. Monuments are never moved, including the Largest Wine Cellar, a service-category monument; an earlier designer answer saying it moves was withdrawn. Promo service tiles do go to the reserve.
