May I refresh the market just to stop another player buying a tile?
The rulebook's Limitations text says so and the designer confirmed it.

It is discouraged and not intended. The rulebook says the refresh should never be punitive, and the designer calls this a thematic rule, since refreshing is meant for a player who has the resources and intention to buy. A refresh without funds mostly benefits the next player.
