Can I play a guest with a reputation penalty when my reputation is already at or near the minimum?
The rulebook gives the minimum-reputation exception and the designer confirmed it.

Yes. At level 1, position 1 you may invite negative-reputation guests without paying; if you can pay only part of the penalty, pay what you can. Reputation never goes below the minimum. A family already at 1.1 loses nothing from penalties, since it cannot be more embarrassed, but a penalty above 1.1 applies, and you may pay part of it and end at 1.1.
