The rulebook defines rotate, pass refresh and Service Help separately.

Rotation (normal turns) moves Quarters servants to Available and Expended servants to Quarters. A pass instead refreshes every servant to Available. Service Help is a special action that makes servants available, for 3 reputation per servant.
