On a pass turn, is service refreshed before or after the round track events and monuments?
The designer's later clarification overrides the order implied by the rulebook's Passing text.

Before. The designer says refreshing service is always the first action of any non-courtship turn, so a pass replaces step 1 with a full refresh and the rest of step 2 follows. The rulebook's Passing text lists step 2 before the refresh, and the designer said the flowchart ordering should be fixed; this matters mostly with Upstairs, Downstairs servants.
