What happens if a gossip guest has no Attack favour, and can an Attack be split?

A gossip card without the word Attack attacks no one; the designer says it instead costs you reputation, because you are friends with a known gossip. Splitting an Attack -2 between players is not stated either way; the designer thinks it is allowed but sees one target as the default reading, and does not feel strongly.
