When can a Footman stand in for a Valet?
The rulebook says so and the designer confirmed both the condition and the aid misprint.

Only when no Valet is available and you own the Brushing Room service tile; after that, every current and future footman has the ability. The Brushing Room does not give you a footman. A player aid that says a 'backup footman' is a misprint for backup valet.
