Which objective deck do I use with Characters, and where do discarded objectives go?
The expansion rulebook sets out the deck and the pile, and the designer confirmed the details.

Use the new purple Characters objective deck for every game, base or any expansion mix; the red-backed decks can be stored or discarded. Remove the 13 cards marked U if you lack Upstairs, Downstairs and the one marked W without Wessex, but keep the two raven objectives. Every discarded objective goes face up on Reverend Grantly's sideboard pile rather than the bottom of the deck. Without the Characters sideboard, discards go to the bottom as usual. The two Upstairs, Downstairs servant-bonus objectives are excluded from base play.
