How does using the Butler's Room work the first time and later, and can I recruit just to hinder an opponent?

The first use hires two servants of your choice and flips the tile. Only later uses of the flipped back side recruit one valet, lady's maid or footman from another player's board, which you choose, from anywhere on it. Recruiting is allowed even to hinder, though the designer calls it inefficient. It uses only the Butler meeple, no guest cards; the hire servant icon is the fourth type of favour.
