On Builders' Holiday, can I buy several tiles if I pass?
The rulebook's Builders' Holiday rule applies to the buying step, which a pass keeps.

Yes. Builders' Holiday only changes the shopping step: you can buy as many tiles as you can afford, from the market or the reserves, and a passing player still shops.
