Which tiles go into the draw bag at setup, and does player count change that?
The rulebook says all improvement tiles except monuments and unused START tiles go in the bag, and the designer confirmed it.
Every improvement tile except monuments and unused START tiles goes into the bag, at every player count. Player count only changes the number of monuments. START tiles (the ones with a building icon) never go in the bag and each family gets one of each. Older first-edition posts describe tiles added by player count with a plus or circle mark, which the second-edition setup does not use.
