Why does an ally start with its Animus on the active side while an Oathsworn starts on the reserve side?

Allies enter with their Animus already on the active (right) side so they can act immediately. Oathsworn begin on the reserve (left) side and only move Animus to the active side in their first refresh phase. An encounter that starts ambushed skips the first round entirely; otherwise nothing is skipped.
