Do overlapping area templates such as Toxic Cloud stack their effects, or does the new one replace the old?

Large templates may overlap, but their effects do not stack unless they are mechanically different. Single-hex tiles stack with large templates but not with other single-hex tiles, where the latest replaces the previous one.
