Can an attack ability be used with no weapon equipped, and does its +N range apply?

Yes, an attack ability can be used for an unarmed melee attack. An unarmed attack cannot become ranged unless the card says so as a keyword, and a +N range modifier needs a base range from a ranged weapon, so it does not apply without one.
