Are Special Rules board rules always in effect, or only when a Stage card calls them?

Only the rules a Stage card activates (shown in bold italics on the card) need to be called. All other Special Rules are passive and in effect constantly. A rule italicized on the board without any card calling it is a printing error the publisher will fix.
