With Technology D7, can I fulfil a Contract on a railway turn, even the turn I unlock it?

Yes. D7 lets you fulfil one Contract on a turn where you place a railway tile, and this works even if you unlock D7 that same turn. The designer also said you may fulfil a Contract on any turn except a Recharge turn.
