Place it on any of your own Mines with room; they need not be linked. Uranium with no room is converted to a Worker immediately, and it can be spent from a Mine for a Worker at any time. Industrialize bonus Uranium follows the same rule, and Uranium on a Mine can be used only by that Mine's owner.
